方法一：最简单的可以
新建场景
先把花瓣做成“影片剪辑”（可以旋转型，也可以大小变化型）
然后再用"运动引导层"和"补间动画"将单个花瓣的“影片剪辑”元件按照想要花瓣飘落的路径连起来
做多个不同路线的引导层相交叠，就可以了，再在最后一帧加时间轴的控制（一般为全局函数——时间轴控制的“gotoandplay"从最后一帧回到第一帧实现重复飘落）
也可以用代码写，这个，比较麻烦，只说也说不清楚，要对代码熟悉
方法二：
去网上找花瓣飘落源文件资源下载，再导入所做的FLASH中即可
