第二个特点，就是赛时使用和赛后利用相结合。国际奥委会十分注重奥运设施的会后利用，他们不希望奥运会给城市带来过重的经济负担，也不愿奥运设施会后得不到有效利用而受到谴责，从而影响奥林匹克的声望，所以作为举办城市注重奥运设施的赛后利用也是规划布局的重要依据。中心区作为场馆和设施最集中的区域，奥运会后将为市民提供一个集展览、体育、休闲商业等活动为一体的大型高品质社区。
大学区的场馆，都坐落于校园内，赛后主要为学生的教学文艺活动比赛等使用，西部社区场馆分为两种，一种是专业性较强的场馆，如自行车馆，射击场，棒球场，赛后将成为专业训练的基地，另外是一般型的场馆，如五棵松体育中心，赛后将为周边居民服务，以缓解西部公共体育设施紧张的情况。北部风景旅游区顺义水上中心等比赛场馆，位于风景优美的桥白河畔，该区域将会成为很有特色的旅游场所。
第三个特点，利用现有设施和新建场馆相结合，注重设施的多功能使用。在奥运会场馆当中，有11个利用现有场馆改扩建而成，在新建场馆当中也有很多是原计划新建的，比如大学中的一些体育馆，并不是专门为奥运会而建设的。在50多个训练场馆中，一部分用了现有场馆，只是进行了适当的改造。奥林匹克公园中心区，中心区位于中轴线的最北端，现在奥林匹克体育中心北侧，自2000年3月，自2002年7月经过两轮国际方案征集，最终确定奥林匹克公园总体规划方案，奥林匹克公园总用地约1159公顷，其中北区约680公顷，为城市公园，中区约315公顷，为主要比赛区，南区包括现状，国家奥林匹克体育中心用地，以及南部的预留用地约114公顷，西部的民族园和北中轴用地约50公顷，建设奥运会中心区目的是使比赛项目、奥运村和各项媒体设施就近安排，一般来说，中心区主要包括以下设施，第一是主会场，国家体育场，主赛馆，国家体育馆，游泳馆，还有其他的场馆如网球、曲棍球，另外就是奥运村，即奥运会期间运动员居住的地方，第四新闻及其他设施，安排在会议中心，包括主新闻中心和国际广播中心，过去奥运会中心区一般只具有单一的体育功能，随着奥运会的发展，举办城市对奥运会后中心区的使用问题越来越注重，并逐渐使中心区朝着多元化发展，除了具有体育功能以外，还要具有办公、展览、休闲等功能，以便赛后使用。
